Current transport licenses

On the role of BASE in nuclear fuel imports/exports from and to Russia:

Transports of nuclear fuel and large-scale sources to and from Russia have not been part of the European Union's sanctions packages so far. For this reason, they currently require an import or export licence from the Federal Office for Economic Affairs and Export Control (BAFA). In addition to imports and exports, a licence is required for transport on German territory, which is subject to checks by BASE. Without an extension of the sanctions, BASE as the licensing authority has no legal means to prevent transports on German territory or to cancel licences that have already been granted.

The currently licensed transports of nuclear fuels and large sources are presented in a table (PDF). The Table contains the licenses issued by the Federal Office for Safety of Nuclear Waste Management (BASE) that is responsible. Upon request of the Federal Environment Ministry, for safety reasons, this list does no longer include licenses with which a transport has not yet been carried out.

Transports of nuclear fuel and large-scale sources to and from Russia are currently not part of the European Union's package of sanctions, and are regularly taking place. In addition to a licence for transport across German territory, they require an import or export licence from the Federal Office of Economics and Export Control.
